The Shi’ite Khalas group – set up via London after the clashes in Medina in 2009, along lines of the Bahraini opposition group of same name – responds to the Saudi government’s declaration of 23 “wanted” people over the recent unrest in the Qatif area and allegations that they have a foreign agenda and are in touch with some lone foreigner, according to the odd statement by Mansour al-Turki this week (Khalas founding statement is in this anti-Shi’ite site: http://www.dd-sunnah.net/news/view/action/view/id/825/). بيان صادر عن حركة (خلاص) تعليقاً على إصدار وزارة الداخلية السعودية بياناً للمطالبة باعتقال 23 مواطناً من المنطقة الشرقية:
فاجأ بيان الداخلية الصادر اليوم 2/1/2012 المواطنين بقائمة مطلوبين أمنياً اعتادت السلطات إصدار مثلها في حوادث تتعلق بالقاعدة والإرهاب، في محاولة لربط أحداث القطيف وما جرى فيها من تظاهرات واحتجاجات سلمية تطالب بالإصلاح السياسي وإطلاق سراح المعتقلين السياسيين بالأعمال الإرهابية.
بيان الداخلية وجّه كالعادة إتّهامات للمطلوبين الـ 23 بأنهم ينفذون أجندات خارجية، وحيازة اسلحة، وقتل مواطنين، ووصمهم بأنهم من أرباب السوابق وأنهم دمّروا الممتلكات العامة وغيرها من التهم المفبركة تجاه شباب جلهم في العشرينيات من العمر.
بيان الداخلية جاء بعد هدوء نسبي، ووعود حكومية بإطلاق سراح المعتقلين السياسيين وعلى خلفية التظاهرات التي بدأت في شباط (فبراير) الماضي وتواصلت حتى الأيام القليلة الماضية وإن كان بزخم أقل. وفي وقت كان المواطنون يتوقعون أن تفي السلطة بوعودها باطلاق سراح ابنائهم فاجأتهم ببيان غرضه التصعيد الأمني، والتعامل مع مطالب المواطنين المحقّة خاصة فيما يتعلق بإيقاف سياسات التمييز الطائفي المستمرة منذ عقود طويلة.
إن التصعيد الحكومي هذا، ولصق تهم الإرهاب بالإحتجاجات السلمية المطالبة بالإصلاح السياسي، وتنكّرها لحقوق المواطنين الأساسية، واعتماد الخيار الأمني حلاً وحيداً، ينذر بالتصعيد ويفجّر الإحتقان، ويزيد من الضحايا.
لقد تعاملت وزارة الداخلية بالقمع والرصاص تجاه المتظاهرين ما أدى الى سقوط العديد من الشهداء والجرحى. ولازالت قوات الأمن تواصل اطلاق النار لأتفه الأسباب أو حتى بدون أسباب، كأن تطلق النار على شباب يكتبون شعارات معارضة على الجدران. ورغم هذا، فإن بيان الداخلية الأخير يحاول إلقاء مسؤولية قتل المواطنين على هؤلاء المطلوبين أمنياً لديها، في حين أن القاتل معروف والشهداء كلهم في صفوف المواطنين.
في هذا السياق، تؤكّد حركة (خلاص) على الأمور التالية:
1/ إن بيان الداخلية يكشف حقيقة أن وعود السلطات الأمنية وبالخصوص إمارة المنطقة الشرقية كاذبة، وأن المخطط القائم هو عدم إطلاق سراح المعتقلين بل ممارسة المزيد من القمع لإخماد أية مطالب بالحقوق. وعليه فإننا نطالب بمقاطعة المسؤولين الحكوميين سواء في المستويات الدنيا أو العليا، وعدم الإستجابة لاستدعاءاتهم، أو القيام بأية عمل يستهدف في محصلته وأد الحراك الشعبي القائم.
2/ حسب تعليقات المتحدث باسم الداخلية فإن القوى الأمنية بصدد إعداد قوائم بأسماء آخرين، وقدم تهديدات مبطنة لرجال الدين والشخصيات العامة بأنها قد تشملهم في المستقبل، ما يعني أن البيان مجرد خطوة قد تتبعها خطوات عنفية على الأرض من مداهمات وقتل وسطو على المنازل وغيرها. وهذا أمر يدعو الى توحيد المواقف إزاء سياسات النظام هذه، كما يتطلّب تضامناَ شعبياً واسعاً للدفاع عن المعتقلين ومواجهة الحملة الإعلامية التي عادة ما تترافق مع الحملة الرسمية الأمنية التي بدأت بالبيان.
3/ إن المستهدف من الحملة الأمنية في النهاية هو المجتمع بكل شرائحه. ما تريد السلطات السعودية هو الخضوع غير المشروط لإرادتها، والتوقف عن المطالبة بالحقوق الأساسية التي بات العالم يعرفها، وفي مقدمتها ايقاف التمييز الطائفي واطلاق سراح المعتقلين وإجراء اصلاحات سياسية حقيقية. الخضوع غير المشروط لا يمكن أن يحدث، ولا بد من الرد على هذه الحملة بالمزيد من النشاط والفاعلية والعمل بما في ذلك التظاهر والإحتجاج في الشارع. إن توقف الإحتجاجات في الشارع ـ كما عوّدنا النظام ـ سيزيد من وتيرة القمع وليس العكس، كما أن توقّف الحراك يعني إبقاء السياسيات الطائفية والقمعية على حالها.
4/ إن المطلوبين أمنياً في قائمة الداخلية هم أبناؤنا وإخوتنا، ولا يجب أبداً أن نخذلهم. هم طليعة تحرك المجتمع لنيل حقوقه. نتضامن معهم، ونحميهم من أية ضيم أو مكروه يقع عليهم.
وكما للنظام خططه الأمنية في قمع الإحتجاجات والتظاهرات واحباط المطالب الحقّة؛ فإن المواطنين مطالبون اليوم بخطط وأعمال تتواءم مع التصعيد الحكومي الأخير بحيث تفشل مخططاته وتحمي مسيرة الجهاد بإذن الله.
